The Commissioner for Residential Tenancies and the Consumer Policy Research Centre (CPRC) have launched a new program of work to explore the residential parks market in Victoria.

Residential parks are an important form of rented housing particularly for older Victorian who want independent communal living.

Funded by the Victorian Government, the program will involve research that engages residents, community organisations and industry.

The Manufactured Home Owners Association, a representative body for park residents, and Housing for the Aged Action Group, a significant service provider to residents, will be key collaborators.

The partnership between the Commissioner for Residential Tenancies and CPRC will run throughout 2024 and early 2025, and will include:

  • a review of legal and policy settings for residential parks in other jurisdictions.
  • research to understand the size and operating practices of the growing residential parks industry in Victoria,
  • a survey of residents to understand challenges and benefits they experience living in residential parks, and
  • engagement with residents, community organisations, industry and housing experts to explore challenges and solutions.

The results of the research will be presented to the Victorian Government to consider.
